Phase 2 Environmental Investigation at Beaconsfield West Substation.
The purpose of this Specification is to describe sampling, testing and reporting of results for Phase 2 soil testing at the Principal’s Beaconsfield West substation. Phase Two Contamination Investigation is being undertaken in accordance with corporate procedure Contaminated Land Management (GD EN G3 021).
The Principal wishes to determine:
1. the extent of contamination (if any) resulting from possible leakage of electrical transformer oil through the floor of existing permanent bunds that contain the transformers
2. if any contaminants have migrated beyond the vicinity of the bunded areas
3. if any contaminants have reached the water table
4. (if required) measures that could be taken to prevent leaching oil and/or contaminants entering land or water beyond the boundary of the property, in particular Alexandra Canal.
The successful Tenderer will conduct sampling and interpret contamination analysis of both soil and water samples. The final report will include recommendations for the containment of any sub-surface contamination within the Principal’s property.

The Principal will conduct a mandatory pre-tender site inspection of the work site to allow Tenderers to fully acquaint themselves with the matters and conditions affecting the work.
The inspection will be held on 07 April 2009. Tenderers are required to register their intent to attend the inspection by contacting Geoff Bakewell no later than 06 April 2009.

The inspection will commence at 9:00am from the northern entrance to the Beaconsfield West substation at 52 Burrows Road Beaconsfield.
Under the Principal’s safety regulations personal protective equipment (PPE) must be worn be every person entering the site. PPE must include long sleeved high visibility shirts (or vest), long trousers or combination overalls made of an appropriate material, safety helmets and safety footwear.
All costs incurred during the site inspection are to be at the expense of the Tenderer.
