Tender Details

 

This EOI is Stage 1, where tenderers will be pre-qualified using the criteria listed in clauses 1.3 and 1.4. Stage 2 will involve competitive tendering among the pre-qualified contractors for refurbishment Works via the issuing of project specific specifications.

 

 

 

The pre-qualification will be valid for a period of three (3) years from the date of notification, with two (2) optional one (1) year extension periods at the sole discretion of the Principal.

 

 

 

There will be two (2) categories of work as defined in Clause 1.2 – Categories and Extent of Work.  A minimum of one (1) contractor will be appointed to the factory refurbishment category, and a minimum of two (2) contractors appointed to the on-site refurbishment category – there is no barrier to a contractor being placed into both categories. The maximum number of contractors appointed over both categories will be three (3).

 

 

 

Over the next five (5) years, it is expected that up to twenty-six (26) transformers and reactors at voltage levels 132kV, 220kV & 330kV, will require repair to their physical abnormalities and/or restore their insulation system.

 

 

 

The Principal intends to self-perform a majority of the transformer and reactor refurbishment projects, but may require external assistance in meeting the program of Works. It is expected (but not guaranteed by the Principal) that the first two (2) units will be allocated to the pre-qualified contractors for selective tendering. Thereafter the Principal will assess the contractors’ performance, its own performance, and the status of the program to determine the allocation of Works to the pre-qualified contractors.

 

 

 

The Principal requires the option of hiring specialised equipment from the pre-qualified contractors to assist in meeting the program of Works. Tenderers shall state within their response the equipment that would be available for hire, indicative rates for hire, and any conditions or comments on this requirement.

 

 

 

The Principal also requires the option of providing its own staff to assist the contractor performing the refurbishment Works. This detail would be included within the specification for selective tendering amongst the pre-qualified contractors. Tenderers shall state within their response to this EOI any comments they may have with this approach.

 

 

The Principal also undertakes contestable work for third parties. It is also expected that some refurbishment Works at various voltage ratings may be performed as part of this contestable work.
