Softwood Products Division Log Loading and Haulage Services - FC2304A

FCNSW is seeking innovative solutions for delivery of the services.   The use of higher mass limited vehicles and multi-modal rail and road solutions in delivering haulage services is encouraged.  

Successful Contractor(s) will be required to commence service delivery on 01 July 2024.

Through this procurement process, FCNSW is seeking to appoint either a single contractor or multiple contractors to perform the services.   Contractors may tender for all or individual work parcels.   Tenders for partial work parcels will not be considered.  

The services required are outlined in three Contract Work Elements (CWE) covering management and administration, loading services and haulage services. 

The following draft documents are available for review:

• Management and Administration requirements for the loading and haulage task (CWE 1),

• Detailed requirements for the loading task (CWE 2),

• Detailed requirements for the haulage task (CWE 3), and

• Volume, origin, and destination of the logs.

Management and administration is common to both loading and haulage services and are to be read together.   For example, if a vendor is contracted for the provision of haulage services, then CWE 1 and CWE 3 together with the work parcel volume will be the basis of the work to be done under the contract.

Safety is to be the top priority for the Contractor when delivering log product loading and haulage services for FCNSW.

While cost efficiency is also expected, compliance with the Heavy Vehicle National Law (NSW) (HVNL) and Chain of Responsibility (CoR) obligations is crucial to ensure safe and effective operations. The Contractor must integrate CoR requirements into its operations and foster a safety culture consistent with that of FCNSW.

Contractors will be required to obtain and maintain National Heavy Vehicle Accreditation Scheme (NHVAS) accreditation for the Mass Management, Maintenance Management, and Basic Fatigue Management modules that cover the Contractor's vehicles used in haulage operations.
