This advertisment is for notification purposes only, and to enable the publication of tenders received via the Project Data Room on 19 April 2023 by the short-listed applicants.

Transport for NSW (TfNSW) is inviting tenders from short-listed applicants from the Registrations of Interest (ROI) phase to participate in the procurement process for the design and construction of the Singleton Bypass.

The Singleton Bypass project will be delivered via a design and construct contract.

Key features of the Singleton Bypass include:

• the design and construction of approximately eight kilometres of new highway (the bypass) with a single lane in each direction, including bridge structures over the Hunter River, floodplains and ARTC railway line; and

• key intersection upgrades and modifications to the local road network.

Prequalification

• the tenderer must have been short-listed from the Registration of Interest stage;

• the contractor must be prequalified with TfNSW under the National Prequalification System for Civil (Road and Bridge) Construction Contracts for prequalification class (or higher) of R3, B4 and F150;

• if an applicant proposes that the construction aspects of the Project are undertaken by an unincorporated Joint Venture, at least one of the members of the Joint Venture must be prequalified to R3 (or higher), at least one of the members prequalified to B4 and all its members prequalified to minimum F150; and

• the principal design organisation must be registered with TfNSW under the Technical Services Registration Scheme for Complex Bridge Design and Complex Road Design.

The successful tenderer will be selected through a two stage procurement process, this advertisement being for the second stage.

The RFT documents and further details related to this RFT process will be available to the short-listed tenderers only via the project data room.

All applicants must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).

This project is jointly funded by the Australian Government.

The Code for the Tendering and Performance of Building Work 2016 applies to this project. This document is available at https://www.legislation.gov.au/Details/F2019C00289.  By submitting an ROI for this project you will become subject to the Code for the Tendering and Performance of Building Work 2016.

It is a requirement for this project that the successful contractor be accredited under the Australian Government Work Health and Safety Accreditation Scheme (the Scheme) at the time of entering into the contract for ‘building work’ for the Project and must maintain accreditation under the Scheme while the ‘building work’ is being carried out.  Information on the Scheme is available on the Australian Government website at www.fsc.gov.au.
